German leader urges for universal army conscription
Germany suspended compulsory military service in 2011, but the legal basis for a draft remains in place and could be reactivated through a simple parliamentary majority. Expanding the draft to include women would, however, require constitutional amendments.
In an interview with ZDF on Sunday, Steinmeier warned that relying solely on voluntary enlistment may leave the German military understaffed. He said Germany needs to adjust its defense strategy in light of the ongoing war in Europe and the security lessons learned from it.
“I support conscription because the security situation in Europe has changed, there is a war taking place, and we must ensure the Bundeswehr is adequately staffed and equipped for our protection,” Steinmeier stated.
He voiced backing for Defense Minister Boris Pistorius’ plan to increase the size of the armed forces and establish a reserve draft system. This initiative aims to attract around 5,000 volunteer recruits annually, with the goal of reaching 30,000 by 2029.
New legislation is being prepared for cabinet review in August, with a possible implementation date in early 2026. It includes provisions to automatically reinstate conscription if voluntary recruitment falls short.
Steinmeier stressed the importance of beginning this debate now to secure the necessary public and political support. Since the escalation of the Ukraine conflict in February 2022, Germany has sought to strengthen its military, citing perceived threats from Russia.
Moscow has denied any intention of attacking NATO members, dismissing such claims as “nonsense” and accusing Western leaders of using fear tactics to justify increased defense spending.
