Navy Acting Surgeon General Accounts For Immeasurable Attributes During San Diego Visit
SAN DIEGO— The visit illustrated that despite operating in an environment of finite budgets and personnel, the overabundance of heart, dedication, and innovation is what prevails across Navy Medicine.
These immeasurable attributes that exemplify the force were on full display when Acting Surgeon General and Chief, U.S. Navy Bureau of Medicine and Surgery, Rear Adm. Matthew Case visited Navy Medicine and Readiness Training Center San Diego (NMRTCSD) and Naval Medical Center San Diego (NMCSD), 6 Aug.
During his visit, Case met with executive medicine leadership. Among the attendees was Capt. Shannan Rotruck, commanding officer of Expeditionary Medical Facility (EMF) Bravo. Her presence highlighted Navy Medicine’s Line of Effort 1: Deliver Expeditionary Medicine Systems (EXMEDS), which provide tailorable Role 3 care ashore theater hospitalization for all classes of patients in a distributed maritime environment.
"It was incredibly valuable for Rear Adm. Case to see firsthand where the Sailors of EMF Bravo conduct the majority of their training," said Rotruck. "NMCSD is the vital training ground that ensures our personnel are fully equipped to deliver the expeditionary medicine systems required to support global and combat operations. Seeing this training pipeline in action illustrates exactly how we achieve Line of Effort 1."
Case also toured NMCSD’s newly established Patient Advocacy and Resource Center (PARC). Having just celebrated its grand opening on 9 June, the facility serves as the central hub for the command's patient relations personnel and resources. He then visited with participants of the RELATIONS™ for Healthcare Transformation core course, a five-day effort designed to equip staff with practical tools to positively influence the human experience of care.
Both the PARC and the RELATIONS™ course directly support Navy Medicine's Line of Effort 3: Provide Quality Healthcare and Patient Safety Programs Across the Naval Force.
"The PARC is more than just a physical space; it represents our unwavering commitment to ensuring our warfighters and their families receive the quality healthcare they deserve," said Jenn Deer, NMCSD’s Patient Relations department head. "By centralizing our resources, we can better listen to our beneficiaries and build the trust that is essential to our mission."

Case concluded his visit by touring nursing wards, including NMCSD's Medical Surgical Department, where he met directly with the staff members executing the mission on the deckplates. Aligning with Navy Medicine's Line of Effort 4: Recruit and Retain Navy Medicine Professionals, Case recognized three Sailors who represent the enterprise's most vital assets, handing out command coins to:
- Hospital Corpsman 3rd Class Alexander Barnes
- Hospital Corpsman 3rd Class Kaitlyn Crosby
- Hospital Corpsman 3rd Class Zoe Miner
"Our corpsmen and nurses bring an immeasurable amount of heart to these wards every single day," said Capt. Richard Pozniak, NMCSD director for Nursing Services. "Seeing Rear Adm. Case recognize Petty Officers Barnes, Crosby, and Miner highlights the dedication that happens behind the scenes here around the clock. Retaining outstanding professionals like them is critical, because without our people, the mission simply doesn't happen."
NMRTC San Diego supports Navy and Marine Corps readiness by ensuring its medical forces are ready to deploy and provide medical support, ashore or at sea.
