Audit is Readiness: Army Audit Acceleration Boosts Warfighting Capabilities
WASHINGTON — Driven by the guiding principle that "audit is readiness," the Army is deploying the Army Audit Acceleration initiative to directly enhance warfighting capabilities and operational agility. The strategic overhaul is designed to support the broader Department of War objective of achieving a clean consolidated audit opinion on its Fiscal Year 2028 financial statement.
“The nature of battlefields worldwide are changing at an unprecedented pace,” said Marc Andersen, Assistant Secretary of the Army for Financial Management and Comptroller (ASA, FM&C). “Maintaining strict accountability for physical and financial assets is fundamental to preserving the military's strategic advantage, enabling the Army to become a leaner, more lethal force ready to deliver essential capabilities whenever and wherever required.”
The initiative marks a significant shift in how the service handles financial oversight. Natasha Anderson, Director of Financial Operations and Accounting, explained that the Army is refreshing its remediation approach to zero in on the most financially significant areas impacting the consolidated audit.
“We’ve eliminated the burdensome task of creating multiple corrective action plans for each area and we’re focusing our resources on fixing what matters most,” she said.
Under the new framework, resources are strictly targeted at opinion-impacting balances. These high-priority areas include property, plant, and equipment; munitions and inventory; modernizing Information Technology controls; and military payroll. To ensure accuracy across these domains, the Army is employing a highly targeted test process, executing active remediation with contracted audit coaches alongside independent Agreed Upon Procedures and Performance Audit testing by a separate external vendor. Officials note that securing these high-impact areas yields the greatest return on investment for both statutory compliance and battlefield lethality.
The aggressive approach builds on recent financial successes. Through Fiscal Year 2025, the Army successfully closed 11 material weaknesses and drove its audit sample pass rate from 64% in FY23 to an unprecedented 89%. “We have proven what is possible by working together to close critical material weaknesses and drive our sample pass rates to historic highs,” said Natasha. “Through the Army Audit Acceleration effort, we are capitalizing on that momentum."
For Army leadership, the consolidation represents the ultimate display of readiness and fiscal responsibility. "Transitioning to a consolidated DOW audit is a testament to our shared stewardship," Marc said. "Ensuring we eliminate waste, maximize resource efficiency, and deliver a highly transparent, combat-ready Army that honors our commitment to taxpayers.”
Starting in FY27, the Army will fully transition its audit activities into the DOW consolidated audit, utilizing the DOW’s single independent auditor.
The Army is also transitioning its processes to improve consistency in the application of audit standards, reduce duplicative efforts, and align remediation directly with the processes material to the DOW-wide financial statements.
