NAVSUP FLC Norfolk Quality Assurance Team Helps Contracting Department Support the Fleet

The Naval Supply Systems Command Fleet Logistics Center (NAVSUP FLC) Norfolk Contracting Department’s Quality Assurance and Policy Team plays a critical role in ensuring regulatory compliance for contracting actions. The department’s more than 260 personnel executed more than 7,500 contract actions valued at $3 billion in fiscal year 2026.
According to Quality Assurance and Policy Manager Catherine Kelly, the seven-member team supports the acquisition process by training the 260-person contracting workforce on business strategies and practices, responding to data calls and overseeing contract-related taskers. The team also supports contract processes through audits and other operational functions.
“The QAPM team is one of the most important parts of our contracting department,” said Contracting Department Head Jordan Dorsey. “The guidance and templates they provide are a huge part of our success, and we couldn’t do it without them.”
Kelly said the training often focuses on new regulations and their effects on Contracting Department processes.
“This ensures the balance of adherence to regulatory guidelines while achieving the needs of the customers,” she said.
Kelly explained that extensive changes to procurement regulations required a review of nearly all processes and procedures. Her team develops and maintains procurement tools — including reference sheets, forms and templates — that promote consistency within the acquisition group and help personnel navigate the procurement process.
“Through daily interaction within the team and with the Contracting Department workforce, we strive to keep everyone informed of regulatory and procedural guidelines,” she said.
Kelly said the overhaul also resulted in a knowledge-sharing exercise on the new regulations, with suggestions from the workforce to make existing processes more efficient.
According to Kelly, the Contracting Department’s adaptability has been essential to keeping operations agile and stable.
“The entire team has shown great resiliency in adapting to the new framework, which has proven pivotal in maintaining the stability of the entire contracting process, both inside and outside the department,” she said.
